Is a School Counsellor Mandatory under CBSE?
CBSE's January 2026 amendment to Clause 2.4.12 splits the role into a socio-emotional counsellor and a career counsellor, at one of each per 500 students. Here is how schools can comply without building a department from scratch.

What changed in January 2026
CBSE amended Clause 2.4.12 of the Affiliation Bye-Laws 2018 through a circular dated 19 January 2026, following a public interest litigation on student mental health before the Rajasthan High Court. The single Counsellor & Wellness Teacher role has been split into two specialised posts.
Under the revised provisions, every affiliated secondary and senior secondary school must appoint one Counselling and Wellness Teacher (socio-emotional counsellor) for up to every 500 students, and one Career Counsellor for up to every 500 students. The earlier bye-law already required a full-time counsellor qualified in psychology, child development, or with a diploma in career guidance and counselling, with a part-time option only for schools with fewer than 300 students in classes IX–XII.
This is not an isolated rule. NEP 2020 Clause 12.4 requires professional academic and career counselling to be available to all students along with counsellors for physical, psychological and emotional wellbeing, and Clause 6.19 asks the entire school system to be sensitised to student needs. CBSE's 2024 mapping exercise of counselling and wellbeing services made clear that the Board intends to track this, not merely recommend it.
Why the rule exists
Exam pressure, competitive coaching, social-media comparison, screen and gaming addiction, bullying, family stress and the long tail of pandemic-era learning disruption have all pushed adolescent mental health into crisis territory. Schools see it first — as attendance drops, sudden grade collapse, withdrawal, aggression, self-harm marks and panic before exams.
Teachers are not clinicians and should not carry this alone. A counsellor gives the school a trained person who can screen, support, refer and document — and gives the teacher somewhere to send a worry instead of hoping it passes.
What a compliant school counsellor programme looks like
Qualified staffing at the prescribed ratio, with the correct academic qualification. A confidential counselling room. A documented referral pathway to a clinical psychologist or psychiatrist for cases beyond school scope. Consent and confidentiality policy shared with parents.
Universal screening once a year, so support goes to the children who need it rather than only to those who ask. Targeted small-group work for exam anxiety, peer conflict and digital wellbeing. Teacher sensitisation so classroom staff can spot early warning signs. Parent sessions, because most adolescent distress has a home component.
Career guidance from class 9 onward: aptitude and interest profiling, stream selection support in class 10, and entrance-and-career pathway planning in classes 11 and 12.
